You might be able to devise a similar apparatus for a CD, but this exact setup would not work.

Laser in the base, CD floating above it with the magnet attached to it. The laser only turns on when a CD is above it, adding safety. If you were to stick ur head in between the CD and the laser and stare at the laser, you'd hurt your eye, but that's an unlikely scenario and a warning label would be enough to suffice for such an unlikely scenario. The laser would have to be able to move along one axis in the base to read the CD at different radii.

Of course not, CDs are read by a laser and a laser has to be covered. That's a safety precaution to protect peoples' eyes from any damage by the laser. Unless you want to wear protection goggles every time you wanna listen to your music, something like this is not possible.

I can already imagine the room design perfect to feature this record player. Would CD work for this as well?
